Tampa Bay is a CPU and I have a game against another team that is a cpu but I forget , I don't think CPU's will sign free agents but I could be wrong.

They always would in Be a GM but idk if it would be different because it's an offline mode. It would be BS if the CPU's signed all the good free agents though.
